About
Independent Safeguarding Consultant, Graham Tilby, has worked in the field of safeguarding children for over 34 years. Trained as a social worker, he has held a variety of roles with middle and senior management across the West Midlands, primarily focusing on quality assurance, service improvement and review in the context of safeguarding partnership and multi-agency practice. He has also held national roles as an HMI for Social Care and was the first National Advisor for Safeguarding for the Church of England.
In the last 5 years, Graham has been instrumental in helping Birmingham Children’s Services to achieve a good rating by Ofsted and ensuring that partnership working is effective in safeguarding and promoting the welfare of children and young people in the UK’s largest local authority.

Undertaking the role of Independent Scrutineer for local Safeguarding Children Partnerships, as defined in Working Together to Safeguard Children 2023.
Undertaking Local Child Safeguarding Practice Reviews, other learning reviews and thematic safeguarding audits.
Safeguarding Improvement & Facilitation
Consultancy and development work to strengthen multi-agency safeguarding effectiveness.
